Establishes a Joint Legislative Study Committee on the Consolidation of Early Childhood Education and Care consisting of 10 members (5 from House appointed by Speaker, 5 from Senate appointed by President Pro Tempore).

Committee cochairs designated by Speaker of House and President Pro Tempore of Senate to oversee meetings and operations in the Legislative Building or Legislative Office Building.

Committee continues work of the Task Force on the Consolidation of Early Childhood Education and Care created under S.L. 2009-451 to develop an integrated system of early childhood education and care.

Committee authorized to consult with state departments, agencies, and board representatives on early childhood education and care issues and exercise powers under G.S. 120-19 and related statutes.

Committee must submit final report of findings and recommendations to the 2011 Regular Session of the General Assembly and terminates December 31, 2010.
