Requires the Department of Health and Human Services, Department of Public Instruction, and North Carolina Partnership for Children, Inc. to submit a consolidated annual report on early childhood education and care programs by January 1 of each year to the General Assembly.

Report must include program descriptions, number of children served by service type, number of qualified applicants never served, and number denied services due to budget constraints.

Report must detail waiting list ages, cost per child analysis, expenditures on quality enhancement activities (such as WAGE$ or TEACH programs), and funding history with previous fiscal year expenditures.

Report must contain results of previous year program evaluations, description of significant policy and program changes, and accounting of any private funds received.

Becomes effective July 1, 2010.
