Requires the Department of Health and Human Services to mandate all agencies involved with funding early child care and education that receive State funds to participate in a consolidated payment function system.

Requires the Department of Public Instruction to mandate all agencies purchasing More At Four program slots within licensed child care or Head Start settings to participate in the consolidated payment function system.

Requires agencies using the consolidated payment function system to document savings related to implementation.

Becomes effective July 1, 2010.
