Requires teaching staff in licensed child care centers to obtain education certification from the North Carolina Institute for Child Development Professionals by July 1, 2012 (or within 60 days of hiring if employed after October 1, 2010).

Requires licensed family child care home providers to obtain education certification from the North Carolina Institute for Child Development Professionals by July 1, 2012 (or within 60 days of licensing if beginning operation after October 1, 2010).

Requires child care administrators to obtain education certification with an Administrator Endorsement by July 1, 2012 (or within 60 days of hiring if employed after that date).

Mandates that all early care and education providers maintain current certification as long as they work in licensed child care.

Became effective upon enactment on August 2, 2010.
