Amends the charter of the City of Burlington to authorize the city council to lease city-owned property located in municipal service districts.

Allows the city council to determine lease terms, conditions, and consideration independently, including lease terms exceeding 10 years.

Requires the city to hold a public hearing before leasing property, with notice published at least 10 days in advance describing the property, lease terms, conditions, and proposed consideration.

Applies only to property within municipal service districts established under G.S. 160A Article 23, and does not restrict other existing property leasing authorities.

Effective upon enactment; ratified July 6, 2010.
