Allows the Town of Caswell Beach to impose a sewer treatment fee on owners of dwelling units or parcels of property that could or does benefit from sewage treatment availability.

Permits fees to cover the cost of providing sewer collection facilities within the municipality and costs of contracts with a county or other municipality for transporting, treating, and disposing of effluent.

Requires collected sewer fees to be credited to a separate fund used only for sewer system debt service and administered by the municipality's governing board.

Expands the definition of authorized service providers from "county" to "county or other municipality" for sewer treatment services.

Becomes effective upon enactment.
