Appropriates $85,041,632 from the General Fund to the Community Colleges System Office for fiscal year 2010-2011 to fund enrollment growth at North Carolina's 58 community colleges.

Addresses record enrollment increases driven by laid-off workers seeking job training and younger full-time students attracted by affordable education during economic hardship.

Community college enrollment grew by over 31,000 students since fall 2009, equivalent to the size of North Carolina State University's undergraduate and graduate student body.

Becomes effective July 1, 2010.
