Allows North Carolina Turnpike Authority to offer discounts for vehicles with electronic toll collection transponders or pre-paid tolls, removing the previous 35% discount cap.

Changes toll billing timeline from 15 days after travel to prior or at time of travel, with bills required within 90 days of travel.

Increases threshold for civil penalty from one or more bills to two or more bills for unpaid tolls, with $25 civil penalty assessed; caps processing fees at $6 per bill and $48 per 12-month period.

Removes provision allowing Division of Motor Vehicles to collect tolls, fees, and penalties when renewing vehicle registration; Authority now must directly notify Commissioner of Motor Vehicles to withhold registration renewal.

Extends deadline for contesting unpaid tolls from 30 days after receiving bill to 30 days from invoice date; becomes effective December 1, 2010.
