S1132 - Motor Vehicles Law Changes

• Authorizes the Commissioner of Motor Vehicles to transfer Division employees between localities upon request, provided transfers are to positions in the same salary grade.

• Specifies that commercial drivers licenses expire on the licensee's birth date in the fifth year after issuance, and eliminates the one dollar ($1.00) postage and handling fee for vehicle registration renewal by mail.

• Prohibits transparent covers on license plates that obscure numbers or registration renewal stickers; increases dealer license plates from 1-6 to 3-8 depending on vehicle sales volume and sales representatives employed.

• Establishes dealer transporter plates with enhanced restrictions on use; creates Class I felony for selling, renting, or leasing transporter plates; increases penalties for violations from $50-$200 to $100-$250 per occurrence.

• Allows Incident Management Assistance Patrol vehicles operated by the Department of Transportation to use red lights; limits free special registration plates (Legion of Valor, 100% Disabled Veteran, Ex-Prisoner of War) to one plate per recipient; repeals requirement for separate registration of logging trucks.
