Requires private parking lot entrance signs to display the name and phone number of the towing and storage company, and individual parking space signs to clearly identify each owner or lessee.

Limits towing distance to 15 miles from the place of removal if storage is available within that radius, otherwise limits to 25 miles maximum.

Requires towing companies to inform vehicle owners in writing at retrieval that they have the right to pay the asserted lien amount, request immediate possession, and contest the towing charges under G.S. 44A-4.

Prohibits towing companies from requiring vehicle owners to sign waivers of rights or similar documents as a condition of vehicle release, except for a receipt acknowledging release and receipt of the vehicle.

Changes the penalty for unlawful parking in private spaces from a Class 3 misdemeanor with a maximum $10 fine to an infraction with a maximum $100 penalty, and applies these regulations to specified counties (Craven, Cumberland, Dare, Forsyth, Gaston, Guilford, Mecklenburg, New Hanover, Orange, Richmond, Robeson, Wake, Wilson) and cities (Durham, Jacksonville, Charlotte, Fayetteville) and their municipalities.
