Requires school improvement teams to use the Education Value Added Assessment System (EVAAS) or a compatible system to analyze student data and identify root causes for academic problems.

Mandates that school improvement teams use the diagnostic information collected to determine actions to improve student achievement.

Applies to school improvement plans that must be data-driven and include clear targets, explicit indicators, measures, and timeframes for meeting measurement standards.

Effective upon enactment into law.
