Increases annual allocation to the Department of Public Instruction from up to $1 million to up to $2 million, mandating (rather than allowing) this allocation for School Support Division positions.

Expands the use of allocated funds to include green building design oversight and architectural support for local school administrative units, in addition to existing energy, water, and environmental management assistance.

Requires the Department of Public Instruction to report annually by April 15 to the Joint Legislative Education Oversight Committee on program effectiveness and other requested information.

Directs the Plant Operation Section and School Planning Section of the School Support Division to provide functional, sanitary, and effective environmental practices support to local school administrative units.

Effective July 1, 2010.
