Directs the Joint Legislative Program Evaluation Oversight Committee to include a study of the Child Nutrition Program in the Program Evaluation Division's 2010 Work Plan.

Requires examination of guidelines for assessing direct and indirect operating costs (rent, utilities, maintenance, etc.) to local child nutrition programs in school districts.

Mandates review of discrepancies in how school districts calculate and report indirect costs and whether costs are charged to incorrect budget items.

Requires investigation of federal guidelines on minimum fund balances for child nutrition programs, compliance rates, and practices in other states.

Directs study of funding requirements for schools to implement nutrition standards under S.L. 2005-457 and subsequent amendments.
