Authorizes University of North Carolina constituent institutions and affiliated enterprises to construct capital improvement projects funded through gifts, grants, self-liquidating debt, Medicare reimbursements, hospital receipts, or other non-General Fund sources, excluding tuition appropriations.

Authorizes specific capital projects at 10 UNC institutions totaling approximately $431 million, including Talley Student Center expansion at NC State ($120 million), Kenan Stadium improvements at UNC Chapel Hill ($55 million), and various residence hall and facility renovations.

Authorizes UNC Hospitals to undertake three projects totaling approximately $54.6 million: Ambulatory Care Center expansion ($26.8 million), Imaging and Outpatient Center ($21.9 million), and General Internal Hospital renovations ($6 million).

Permits the Board of Governors to issue special obligation bonds up to the specified project costs plus 5% for issuance expenses, reserve funds, and capitalized interest, subject to Budget Director approval.

Authorizes UNC Chapel Hill to use lease arrangements with the Educational Foundation or other entities for construction, financing, and operation of the Kenan Stadium improvements project.
