Amends the North Carolina Constitution by adding Article 14, Section 6 to define marriage as a union between a man and a woman only, invalidating all other domestic legal unions in the state.

Submits the constitutional amendment to voters in a referendum election scheduled for November 2, 2010.

Requires the State Board of Elections to certify the amendment to the Secretary of State if a majority of votes favor it, with the Secretary of State to enroll it in permanent records.

The amendment becomes effective January 1, 2011, if approved by voters.
