Repeals requirement for Department of Transportation to report on the condition of its buildings.

Corrects statutory reference from "Controller" to "Chief Financial Officer" for DOT allocations.

Eliminates references to "seven-year" Transportation Improvement Program and replaces with references to the existing Transportation Improvement Program period.

Expands DOT authority over all transportation projects (not just highways) and grants authority to enter agreements with local governments for right-of-way acquisition and project funding.

Transfers rule-making authority for all transportation functions from the Board of Transportation to the Secretary of Transportation and updates references to the North Carolina Turnpike Authority; eliminates DOT report on coastal water access and modifies the disadvantaged minority/women-owned business program to conduct studies every three years instead of annually.
