Makes technical corrections to North Carolina General Statutes as recommended by the General Statutes Commission, including updating statutory references and correcting cross-citations throughout the code.

Replaces gender-specific pronouns (such as "he" and "his") with gender-neutral language (such as "the Secretary") in various statutes to modernize statutory language.

Corrects references to repealed or recodified statutes, including updating citations in G.S. 7A-809, 15A-534(h), 15A-1230(b), and multiple other sections to reflect current law.

Modifies vehicle inspection reinspection period from 30 days to 60 days without additional inspection fee under G.S. 20-183.7(f)(5).

Expands North Carolina Silver Alert System under G.S. 143B-499.8 to include missing children with dementia or cognitive impairment, not just missing persons, and updates various conditional provisions for bills that became law during 2009 Regular Session.
