Establishes the Aviation Management Division within the Department of Transportation by renaming the existing Division of Aviation and transferring the Executive Aircraft Division from the Department of Commerce.

Consolidates state aircraft operations by requiring all state agencies to arrange aviation passenger transport and photogrammetry services through the Division, which shall operate a centralized fleet with standardized guidelines and fee structures.

Mandates the sale of 25 underutilized aircraft and termination of five hangars identified in a Program Evaluation Division report, with net proceeds from sales deposited into the General Fund.

Transfers aircraft operations of the North Carolina Area Health Education Program (AHEC) to the Aviation Management Division and requires implementation of safety recommendations from aviation consultants for the Division of Forest Resources.

Requires the Division to implement a single electronic data management system to track all state aircraft operations and provides authority to oversee, inspect, and suspend non-compliant aviation programs across state agencies.
