Expands the Department of Environment and Natural Resources' authority to seek injunctive relief to enforce compliance with interbasin transfer laws, water use information requirements, and related permit violations.

Authorizes the Attorney General to institute civil actions for injunctive relief in superior court to prevent or restrain violations or threatened violations of interbasin transfer laws.

Requires applicants petitioning for interbasin transfer certificates to pay all costs associated with public hearings and notices for both the draft environmental document review and draft determination phases.

Applies enforcement provisions to Parts 1, 1A, and 2A of Article 21 of Chapter 143 and water use information requirements under G.S. 143-355(k).
