Requires the Division of Medical Assistance and Division of Public Health to explore issues related to providing dental services to the special needs population.

Directs exploration of expanding Medicaid dental services to include reimbursement for evidence-based fluoride and periodontal therapies for high-risk adults with special health care needs.

Directs exploration of implementing facility code policies allowing certified providers to bill for each patient seen in a long-term care facility or group home on the date of service.

Requires the Department of Health and Human Services to report findings and recommendations to the North Carolina Study Commission on Aging by November 15, 2011.

Becomes effective upon enactment.
