Establishes the North Carolina Long-Term Care Partnership Program to allow individuals with qualified long-term care insurance policies to qualify for Medicaid without exhausting resources first.

Provides "resource disregard" equal to insurance benefits paid under qualified policies, allowing applicants to protect assets when applying for long-term care Medicaid.

Reduces estate recovery claims against deceased Medicaid recipients' estates by the amount of resource disregard provided during eligibility, creating "resource protection."

Requires qualified long-term care policies to meet federal Deficit Reduction Act of 2005 requirements, include inflation protection based on age, and provide Partnership Disclosure Notice to policyholders in at least 12-point font.

Authorizes information sharing between the Department of Insurance, other state and federal agencies, and entities contracting with the federal government regarding the partnership program, with confidentiality protections maintained.
