Cooperative innovative high school programs receive the same exemptions from statutes and rules as charter schools under Part 6A of North Carolina law, excluding personnel-related rules.

The State Board of Education or applicable governing board may exempt programs from laws and rules that apply to local boards of education, school administrative units, community colleges, constituent institutions, or local boards of trustees.

The bill takes effect upon becoming law and applies beginning with the 2010-2011 school year.

Changes were recommended by the Joint Legislative Joining Our Businesses and Schools (JOBS) Study Commission to provide additional operating flexibility.
