Adjusts General Fund appropriations for education in fiscal year 2010-2011, including modifications to UNC institutional programs and financial aid allocations totaling approximately $10.4 million for the UNC system.

Modifies budget adjustment procedures for potential loss of enhanced Medicaid FMAP funding, establishing contingency measures including transfers from reserves, lottery funds, and management flexibility reductions up to $518.9 million.

Extends public-private partnership authority for Department of Revenue's Tax Information Management System (TIMS) implementation through June 30, 2015 (previously limited to 2009-2011 biennium) with up to $41 million available for project costs.

Makes technical corrections to various state programs including Medicaid services, UNC tuition increases (up to $750 per year over two years), furlough policies, and position elimination procedures across multiple state agencies.

Eliminates several state programs including the Support Our Students program and makes clarifying amendments to education funding, health insurance pilot projects, and tax provisions effective July 1, 2010.
