Increases the New Hanover County Alcoholic Beverage Control Board membership from three members to five members.

Allows board members to be removed by the County Commissioners at their pleasure and without cause by majority vote, rather than only for misconduct, incompetency, or fraud.

Reduces the required bond for board members from $10,000 to at least $5,000, secured by corporate surety, with option for County Commissioners to exempt members who don't handle board monies or increase the amount for those who do.

Increases the quorum requirement from two members to three members and requires at least three members to approve any board action or order.

Removes the requirement that board members devote full time to their duties and removes the requirement that the main office be located in Wilmington.
