Adds definitions for Gross Combination Weight Rating (GCWR), Gross Vehicle Weight (GVW), and Gross Combined Weight (GCW) to motor carrier laws to comply with federal regulations and maintain federal safety assistance funding.

Establishes that law enforcement authority to seize motor vehicles is not affected by statutes of limitations.

Requires property-hauling vehicles to be registered for maximum weight allowed to qualify for weight exemptions under G.S. 20-118.

Changes vehicle escort fee procedures to allow annual appropriation of collected fees to reimburse the Department of Crime Control and Public Safety for escort expenses, and includes vehicle maintenance costs in full escort cost calculations.

Redefines "intrastate motor carrier" based on vehicle weight ratings (26,001+ pounds GVWR/GCWR/GVW/GCW) or passenger capacity (16+ persons) or hazardous material transportation, rather than prior commercial vehicle classification.

Establishes a three-year statute of limitations for civil penalties, assessments, or fines under Chapter 20 (motor vehicle laws).

Allows local governments to refund unused assessments from capital projects assumed by other local government units.
