Authorizes animal shelters registered under North Carolina law to register with the Department of Health and Human Services under the Controlled Substances Act for the limited purpose of obtaining, possessing, and using sodium pentobarbital and other approved drugs for animal euthanasia.

Permits certified euthanasia technicians to possess and administer euthanasia drugs to domestic dogs and cats lawfully held by animal shelters, with possession and administration limited to the shelter premises.

Requires the Department of Agriculture and Consumer Services to adopt rules for certification of euthanasia technicians, including written and practical examinations, recertification requirements, and minimum certification criteria related to age, experience, criminal record, and fitness.

Authorizes the Department to deny, revoke, or suspend certification of euthanasia technicians convicted of or pleading guilty to felonies, including felonies involving controlled substances, animal abuse or neglect, or violations of euthanasia-related regulations.

Permits the Department of Justice to conduct criminal record checks on euthanasia technician applicants, with results kept confidential and not subject to public records disclosure.
