Establishes the North Carolina Commission on Climate Change consisting of 15 members: 5 Senators appointed by the President Pro Tempore, 5 Representatives appointed by the Speaker of the House, and 5 executive branch members appointed by the Governor.

Designates one Senator and one Representative as co-chairs of the Commission, with a quorum requiring 8 members.

Grants the Commission authority to study global climate change issues, review federal law and technology changes, examine state law modifications, and make recommendations and legislative proposals to the General Assembly and Governor.

Establishes an Advisory Council to the Commission with 24 members including representatives from Duke Power, Progress Energy, North Carolina Chamber of Commerce, Farm Bureau, environmental organizations, universities, and other designated experts to assist the Commission on requested matters.

Provides Commission members with subsistence and travel expenses per G.S. 120-3.1, allocates funding from General Assembly resources, and assigns Legislative Services staff to support the Commission's work.
