Establishes the Coastal Adaptation Resources Mapping and Monitoring Program (CARMAP) within the Department of Environment and Natural Resources to map and monitor coastal and riverine resources, including shoreline types, modifications, bathymetry, and sediment distribution.

Requires CARMAP to conduct periodic coastal land surveys every five years using high-resolution aerial photography and LiDAR technology to monitor changes in shorelines, ecosystems, and land use.

Appropriates $500,000 from the General Fund to the Department of Environment and Natural Resources for the 2010-2011 fiscal year to fund CARMAP operations.

Appropriates $500,000 from the General Fund to the State Climate Office for the 2010-2011 fiscal year to expand the North Carolina Environment and Climate Observing Network (ECONet) by locating automated weather stations in underserved counties.

Requires CARMAP and ECONet data to be made available to the general public on the Internet and made available to government agencies for weather forecasting, energy planning, natural resource management, and emergency response purposes.
