Directs the Department of Environment and Natural Resources to develop a comprehensive North Carolina Climate Change Adaptation Strategy consisting of an assessment of projected climate impacts and a detailed adaptation plan.

Requires the assessment to identify projected impacts including sea level rise, heat waves, increased temperatures, intense storms, altered rainfall patterns, shoreline erosion, and loss of biodiversity, and to evaluate threats to coastal, Piedmont, and mountain resources.

Mandates the adaptation plan to inventory existing programs, identify needed changes to planning tools and policies, prioritize adaptation measures by timeframe, and consider coastal protection strategies including living shorelines, wetland migration, land purchases, and property disclosure requirements.

Requires the Department to establish a technical advisory committee with scientific experts, coordinate with local governments and federal agencies, provide public outreach, and develop a public database framework for climate adaptation information.

Appropriates $50,000 for fiscal year 2010-2011 and requires quarterly progress reports beginning October 1, 2010, with a final report due January 1, 2013.
