Direct all North Carolina state agencies to review their environmental programs, including planning and regulatory programs, to determine whether they currently consider global climate change impacts.

Agencies with existing climate change considerations must describe how they address these impacts and recommend whether such consideration should be modified or expanded.

Agencies without current climate change considerations must recommend whether and how their programs should incorporate global climate change impacts.

Require all state agencies to submit review results and recommendations to the Department of Environment and Natural Resources by September 1, 2011, with the Department compiling findings for the Environmental Review Commission by November 1, 2011.
