Energy Policy Council directed to identify, study, and recommend policies to increase energy efficiency, promote renewable energy, and reduce carbon emissions.

Council must consider revising Utilities Commission guidance for electric utilities to promote investment in efficiency, conservation, and renewable energy.

Council to examine incentives for demand-side management, energy-efficient appliances, allowing utilities to profit more from energy savings than generation, and renewable energy development.

Council to study net-metering improvements, interconnection barriers, carbon cost inclusion in utility planning, coal power plant restrictions, and thermal energy sales authorization.

Interim report due to Environmental Review Commission and Joint Legislative Utility Review Committee by February 1, 2011; final report due by May 1, 2011.
