Establishes a sales tax holiday for all-terrain vehicles (ATVs) and personal watercraft (PWCs) occurring from 12:01 A.M. on the third Friday of June through 11:59 P.M. the following Sunday.

Exempts ATVs and PWCs from state and local sales and use taxes during the designated holiday period.

Excludes products sold for use in a trade or business and rental of products from the tax holiday exemption.

Adds definitions for "all-terrain vehicle" and "personal watercraft" to North Carolina's sales tax code.

Becomes effective upon enactment and applies to all sales made on or after the effective date.
