Amends reporting requirements for designated individuals accepting reportable expenditures outside North Carolina by changing the reference statute from G.S. 138A-24(a)(2) to G.S. 138A-24(a)(8).

Changes the immunity provision for legislators relying on formal advisory opinions from the Committee from G.S. 138A-13(b) to G.S. 138A-13(b1).

Requires public servants appointed to nonadvisory boards to file initial statements of economic interest within 60 days of notification of the designation by the Commission and repeals G.S. 138A-24(c2).

Modifies ethics education requirements to state the Commission shall "offer" rather than "make" basic ethics education presentations, while maintaining the requirement that all public servants participate within six months and attend refresher training every two years.

Makes technical changes to G.S. 138A-37 and G.S. 138A-38 regarding conflict of interest disclosure, quorum procedures, and permitted participation exceptions for covered persons.
