Appropriates $6,862,298 from the General Fund to the Department of Administration for the Domestic Violence Center Fund for fiscal year 2010-2011.

Appropriates $2,000,000 to the North Carolina Council for Women and the Domestic Violence Commission for matching grants to construct new shelters, purchase existing shelter space, or assist with construction debt payments for domestic violence shelters, with a maximum of $50,000 per applicant per fiscal year.

Appropriates $2,000,000 to the Governor's Crime Commission for creating and funding supervised visitation and exchange centers for domestic violence cases.

Allocates $1,000,000 from TANF Block Grant funds to the Department of Health and Human Services for domestic violence prevention and awareness grants to local programs, with emphasis on underserved and multilingual populations.

Becomes effective July 1, 2010.
