Adds State Board of Education members as nonvoting ex officio members to regional economic development commissions, with specific board members assigned to represent different education districts to seven regional commissions.

Assigns the 7th and 8th education district board members to the Western North Carolina Regional Economic Development Commission, the 1st district member to North Carolina's Northeast Commission, and the 4th district member to the Southeastern North Carolina Regional Economic Development Commission.

Designates the 2nd, 3rd, 5th, and 6th education district board members as nonvoting ex officio members to additional regional partnerships (Piedmont Triad, Research Triangle, and Charlotte Regional Partnership).

Adds the Secretary of the Department of Cultural Resources as a nonvoting ex officio member of the Economic Development Board, increasing board membership from 37 to 38 members.

Effective immediately upon enactment on August 3, 2010.
