State Board of Education must develop a growth model by the 2010-2011 school year establishing annual improvement goals for four-year cohort graduation rates by local school administrative units.

Long-term statewide graduation rate targets established: 74% by 2014, 80% by 2016, and 90% by 2018, with a goal to reach 100%.

State Board of Education must report annually to the Joint Legislative Education Oversight Committee on goals, benchmarks, strategies, and implementation progress, with differentiation for students with disabilities.

Children under age five may enroll in North Carolina public schools if their active military parent is permanently stationed out-of-state and deployed, the parent is sole legal custodian, and the child resides with an adult domiciliary in a North Carolina school district.
