Require local school administrative units to identify students at risk of academic failure and not progressing toward graduation by no later than fourth grade, based on grades, observations, state assessments, and reading proficiency.

Mandate development or update of personal education plans by end of first quarter (or after nine weeks of instruction) for at-risk students not performing at grade level, including research-based interventions such as coaching, mentoring, tutoring, summer school, and extended days.

Require local school administrative units to provide all focused intervention activities and transportation to identified students free of charge.

Require local school administrative units to certify annual compliance with these requirements to the State Board of Education.

Direct the State Board of Education to periodically review progress data of identified students and report findings to the Joint Legislative Education Oversight Committee.
