Extends non-contributory health benefit coverage to teachers employed by local school administrative units who complete a contract term of 10 or 11 months, matching coverage provided to employees with 12 or more months of employment.

Provides continued coverage for up to 12 months following job elimination due to funding reductions for eligible employees, whether employed 12+ months or teachers completing 10-11 month contract terms.

Eliminates eligibility for non-contributory state health benefit coverage for former state employees who receive non-contributory health benefits from a subsequent employer.

Section 1 provisions become effective May 1, 2010, while remaining sections become effective upon enactment.

Ratified July 9, 2010 and approved by Governor Beverly E. Perdue on July 21, 2010.
