Removes the state requirement that high school students prepare a graduation project as a condition of graduation from high school.

Allows local boards of education to voluntarily require their students to complete a high school graduation project.

Amends G.S. 115C-81(b) to eliminate the graduation project mandate previously set to expire on July 1, 2011.

Effective when the bill becomes law.
