Delays the effective date of French Broad River Basin Rule 15A NCAC 02B .0304 (water quality classification change for Boylston Creek) from its original date to July 1, 2011.

Requires the Department of Environment and Natural Resources to conduct at least two public meetings by January 1, 2011 in the affected area to explain what activities would be allowed and prohibited under the rule.

Requires the Department to report to the Environmental Review Commission by January 15, 2011 regarding the public meetings held.

Does not restrict the General Assembly from taking further action on the rule's substance or effective date.

Became effective upon passage on July 22, 2010.
