Appropriates $300,000 from the General Fund to the Department of Health and Human Services, Division of Public Health for fiscal year 2010-2011.

Allocates $150,000 to National Society to Prevent Blindness – North Carolina Affiliate, Inc. to provide vision screening for children enrolled in More at Four program, Head Start, or Title 1 Pre-K.

Allocates $150,000 to support the Kenneth C. Royall Jr. Vision Screening Improvement Program to address training and materials needs from increased early childhood vision screening requirements.

Becomes effective July 1, 2010.
