Appropriates $575,000 in recurring General Fund dollars to the Department of Health and Human Services, Division of Public Health for fiscal year 2010-2011.

Funds directed to the Carolina Children's Communicative Disorders Program of The University of North Carolina Health Care System.

Supports the Center for the Acquisition of Spoken Language Through Listening Enrichment (CASTLE) program to train teachers and therapists across the state.

Program serves deaf preschool-age children with cochlear implants by providing teacher/therapist training and oral preschool classes to develop spoken language.

Effective July 1, 2010.
