Directs the Marine Fisheries Commission to adopt rules by October 1, 2012, governing suspension, revocation, and reissuance of marine resources licenses under Articles 14A, 14B, and 25A of Chapter 113.

Requires the Commission to consider whether rules should differentiate between minor and major violations, define those violations, and address violations related to recreational fishing, littering, assault on marine patrol inspectors, and harvesting shellfish from polluted waters.

Expands the scope of G.S. 113-171 to apply to all marine resources licenses under the jurisdiction of the Marine Fisheries Commission, not just those under a single article.

Removes specific mandatory suspension periods (10 days for second convictions, 30 days for third convictions) and mandatory revocation for fourth or subsequent convictions, instead allowing the Commission to establish suspension and revocation terms through rule-making.

Adds an effective date provision making Section 2 amendments effective October 1, 2012, while the remainder of the act becomes effective upon enactment.
