Establishes the North Carolina Seafood Marketing Grant Program in the Department of Agriculture and Consumer Services to provide funding for local marketing programs promoting increased purchase and consumption of North Carolina seafood.

Requires grant applicants to be local marketing programs, with participants purchasing North Carolina seafood for at least 10% of their seafood needs, with opportunities for higher recognition for greater purchases.

Mandates that program participants provide customers with information about the country of origin of their seafood products.

Directs the Department to develop eligibility criteria, verification and enforcement standards, and a list of approved uses for grant funds.

Appropriates $500,000 from the General Fund for fiscal year 2010-2011 to implement the program, effective July 1, 2010.
