Modifies the Current Operations and Capital Appropriations Act of 2009 for the fiscal year ending June 30, 2011, with adjustments to General Fund, Highway Fund, and Highway Trust Fund appropriations.

Repeals General Fund availability statements in Section 2.2(a) and Highway Fund availability statements in Section 3.2 of S.L. 2009-451.

Establishes appropriations from federal block grant funds for DHHS and NER block grants for the fiscal year ending June 30, 2011.

Incorporates provisions of the State Budget Act (Chapter 143C of the General Statutes) by reference and specifies that enacted budget prevails over line-item budget in case of conflict.

Becomes effective July 1, 2010, with most textual provisions applying only to the 2010-2011 fiscal year unless otherwise indicated.
