Authorizes the Marine Fisheries Commission to establish permits for fishing gear used in fisheries where observer coverage is required by state or federal law.

Allows the commission to adopt rules to set fees for these permits that cover both administrative costs and the costs of implementing observer coverage for the fishery.

Adds a new subsection (c) to G.S. 113-169.1, expanding the commission's existing authority to issue permits for various fishing gear and specialized activities.

Follows recommendations from the Joint Legislative Commission on Seafood and Aquaculture.

Effective upon becoming law.
