Authorizes the Secretary of Environment and Natural Resources to allow the Marine Fisheries Commission to develop temporary supplementary measures to existing Fishery Management Plans when determined to be in the interest of long-term fishery viability.

Exempts temporary supplementary measures from standard advisory committee requirements, regional advisory committee consultation, and the Priority List and Schedule established for Fishery Management Plans.

Requires the Commission to adopt rules implementing temporary supplementary measures in accordance with Chapter 150B of the General Statutes.

Mandates that temporary supplementary measures either be incorporated into the next revised Fishery Management Plan or expire upon adoption of the revised plan during the next review period.
