Establishes a task force led by the Department of Environment and Natural Resources to design a plan for a statewide water and wastewater infrastructure resource and funding database.

Task force includes the Department of Commerce, Department of the Treasurer, Clean Water Management Trust Fund, State Water Infrastructure Commission, Office of Information Technology Services, and the Environmental Finance Center at UNC Chapel Hill, with optional participation from the League of Municipalities, Association of County Commissioners, Rural Economic Development Center, and USDA.

Database is intended to consolidate current water and wastewater infrastructure project information, funding patterns, strategic plans, supply plans, and other related data currently collected by multiple state agencies and organizations to reduce duplicative efforts.

Task force must consider including 11 specific categories of information in the database, including current and proposed projects, funding status, system information, strategic plans, maps, management information, and regulatory requirements.

Task force shall submit proposed plan and findings to the Legislative Study Commission on Water and Wastewater Infrastructure by November 1, 2010, including estimated costs for creation and maintenance and any necessary legislative changes.
