Directs the Department of Environment and Natural Resources to establish a task force with the Environmental Finance Center and Rural Economic Development Center to develop a statewide survey addressing gaps in water and wastewater infrastructure needs assessment.

Survey shall gather information on infrastructure needs related to economic development and population growth, service areas, reservoir construction costs, failing systems, and water loss/efficiency measures.

Task force must report findings, proposed survey methodology, estimated costs, and any required legislative changes to the Legislative Study Commission on Water and Wastewater Infrastructure by November 1, 2010.

Requires the Department of Environment and Natural Resources to develop a plan incorporating United States Environmental Protection Agency survey information into the State water supply plan and report that plan to the Legislative Study Commission by November 1, 2010.

Takes effect upon becoming law.
