Requires local governments and large community water systems to revise their local water supply plans when 80% of the water system's available water supply has been allocated to current or prospective users.

Triggers plan revision requirement when seasonal demand exceeds 90% of capacity.

Revised plans must specify how the water system intends to address foreseeable future water needs.

Requires revised plans to include current and anticipated reliance on surface water transfers.

Effective upon enactment.
